One of the key government offices that real estate development companies like Pueblo must deal with is the Housing and Land Use Regulatory Board (HLURB). It is the agency which registers projects and issues the corresponding License to Sell. In addition, it has other functions in the areas of comprehensive land use planning, enforcement of land and housing development regulations, and quasi-judicial functions.
In Mindanao, HLURB maintains six regional offices, i.e., Regions 9, 10, 11, 12 and 13 and the CARAGA region. HLURB-10, on the other hand, covers the Northern Mindanao area, including Cagayan de Oro (CdeO) and other parts of Misamis Oriental, Misamis Occidental, Bukidnon, Camiguin Island, Lanao del Norte and Iligan City. All in all, HLURB-10's area of coverage consists of 85 local government units.
At the helm of HLURB-10 is Regional Officer Pilar J. Jamandre, who counts a 14-member staff in her team. She took over the job three months ago from long-time HLURB-10 Regional Officer Evangeline B. Agan. Previously, she served as Regional Officer for Region VI, based in Iloilo (1982-1999), and in Region VII where she was posted in Cebu (2000-2003). Now on her 29th year of service with HLURB, Ms. Jamandre brings a wealth of experience in her job. Pueblo is especially happy that she has previous experience in the registration of projects like condominiums, which are new in the area. That she also keeps an open mind and is active in addressing issues and in helping find solutions to problems are also much appreciated by developers.
This native-born Ilongga loves her stay in CdeO. "I like Cagayan de Oro - it's a little different from where I've been but I find the people warm and friendly." She adds that not only does she find her staff "very friendly and supportive" but the same could be said of the developers, whom she considers partners, as well as local government officials and heads of other government agencies with whom she has had productive meetings and collaboration efforts.
With her family still in Iloilo, she visits them twice a month during weekends and holidays. While in CdeO, she stays in a house in Philamlife Village (PLV). Asked how she finds living in PLV, she says she likes where she stays as the area is "very peaceful and quiet and I feel very secure there." What she particularly likes, she says, is "whenever I need a cab or a taxi, I merely call the guard and there's one right away."
With Pueblo's more than a dozen residential projects and commercial developments tucked under its belt, it is easily one of the major clients of HLURB-10. In recognition of the major role it plays in the local real estate industry, HLURB, during its anniversary celebration in May. 2007, awarded Pueblo de Oro Development Corp. as the Leading Developer in two categories: Open Market Housing and Economic Housing (Land Development). And, as Pueblo pursues more development projects, its coordination work and partnership with HLURB will continue to be a key component of its business.
